The constitution of India clearly provided a three fold distribution of powers between the union and state govt.The distribution is based on the 3 lists containing different subject of legislation as follows :-
UNION LIST:-This list includes subjects of national importance like defence, banking etc.Only union govt. can legislate on these subjects.
STATE LIST:-This list includes subjects of regional importance like irrigation, trade etc.Only state govt. can legislate on these subjects.
CONCURRENT LIST:-This list included subjects of common importance such as marriage, succession.Both govt. can legislate.If there is conflict decision of union govt. prevails.
Moreover,the subjects not included in these lists like IT are called residuary subjects and union govt can alone legislate on these
