cost of pencil = y - 3

Cost of 5 pen = 5 (2x + 3)
Cost of 3 pencil = 3 (y-3)

Together there cost will be

5 (2x + 3) + 3 (y - 3)

10x + 15 + 3y - 9

10x + 3y + 6
