Rate of farming = $3.50 / m^2

Total cost of farming = $ 1400

so, area of the square land = $1400/ $3.50/m^2

= 400 m^2

As area of square= (side)^2

so, 400 m^2 = (side)^2

so, side = √400 = 20 m

hence, perimeter = 4×side = 4×20 = 80 m

As, rate if fencing= $8.50

so, total cost of fencing= 80 × $8.50

= $ 680.00
