Here's your answer :

Let CP of each article be ₹1
Therefore CP of 11 articles = ₹11
SP of 11 articles = ₹9

Since CP > SP it is a loss
Loss = CP - SP
= 11 - 9
= ₹ 2
Loss = Loss /CP × 100
= 2/11 ×100
= 18.18%
