The Council of Minister is collectively responsible to the legislative Assembly. If the legislative Assembly passes a non confidence motion against the Minister "or reject a bill presented by a Minister" then the entire council of minister has to submit its resignation.

The council of ministers is answereble to the Parliament in two ways. The first is via question hour. Ministers are bound to answer every question raised in the house to give information except pertaining to national security. The PM and his council of ministers remain in office till they enjoy confidence of Lok Sabha. This is the second way they are made answerable to the house. The most important is passing of annual budget by Parliament. They can't remain in office if they fail to get it.
