Article 75(3) states that the Council of Ministers will be responsible to the House of the People. This means that the people can introduce a no confidence motion signed by more than 50 representatives and once it is admitted, the speaker has to set aside any other business being carried out and complete the formalities associated with the motion.The Constitution distributes legislative powers between Parliament and State legislatures as per the lists of entries in the Seventh Schedule to the Constitution. The residuary powers vest in the Parliament. The centrally administered territories are called Union Territories.
