The council of Ministers is collectively responsible to the Parliament. Here Parliament means both rajya sabha and lok sabha right? So council of Ministers is collectively responsible to both rajya sabha and lok sabha? I mean responsible to both the houses?

yes because if no confidence motion is passed all the minister of the ruling goverment have to resign
