In a molecule of H2O , there are two atoms of Hydrogen and one atom of Oxygen .

Each Hydrogen atom has 1 electron in its outermost shell . So , each of them require 1 electron to obtain an octet configuration .

The oxygen atom has 6 electrons in its outermost shell . So , it requires 2 electrons to complete the octet configuration .

So , in order to form a stable compound , each hydrogen atom shares one electron with the oxygen atom . On the other hand , the oxygen atom also shares 1 electron each with each hydrogen atom .
So , in total , oxygen shares two electrons and there are 4 electrons that take part in the covalent bond formation .

So , the covalency of O in H2O is 2 .
