Because Michelangelo was trying to get across to the viewer that dramatic moment when God first gave the soul to Adam. It's that split second before the event, you can see it coming, you can feel the tension in the movement, and you know it's going to happen but not quit yet. In a whisper of a second the touch of God will give life and soul to mankind and that second is depicted in the frescoes by Michelangelo.
