When washing soda(Na2CO3.10H2O) is exposed to air, it loses its nine molecules of water of crystallization and becomes Na2CO3.H2O (sodium monohydrate) typically we are able to say once it is left open within the dry air, it loses its water of crystallization. This change is known as as efflorescence. This is the reason why washing changes to white powder on exposure to air.

on exposure of washing soda to air leads to formation of white powder bcoz there occurs a chemical change.
Explanation:
Na2CO3 + O2 = Na + CO2
