The maximum number of members of Parliament in Rajaya Sabha allowed by constitution is 250 and at present that number is 245. And among them, 233 are the elected members and thus we can say that Rajya Sabha is an elected house and not a nominated house. The MLAs of all states elect these members of Rajya Sabha. The rest 12 are nominated by the President of India based on certain guidelines laid by the Constitution. Generally, nominated persons are those who have excelled in their respective fields such as science and technology, sports, literature etc
