r = 17.5 cm

Therefore, 2 x 22/7 x 17.5 x h = 4400 cm²
22/7 x 17.5 x h = 4400/2
22/7 x 17.5 x h = 2200
22 x 17.5 x h = 2200 x 7
22 x 17.5 x h = 15400
17.5 x h = 15400/22
17.5 x h = 700
