No the statement you gave away with false sense of cyclone is a low pressure region with has which has the lowest pressure at the centre.

Most probably, of cyclone is a low pressure weather system and not a high pressure one.

Anticyclones are the ones which are the opposite of cyclones and have a high pressure region which is highest in the centre and winds blow out from middle point in all directions.

In a cyclone wind from all directions come and meet at the low pressure point in the middle.

Fancy statement you gave above is absolutely false and the correct answer to your question will be a anticyclone.

Hope this helps you:)
