Let the number be x

\therefore \: the \: denominator = x + 8

So, the Rational Number is

 \frac{x}{x + 8}

According to the Question

 \frac{x + 17}{x + 8 - 1}  =  \frac{3}{2}

 =  >  \frac{x + 17}{x + 7}  =  \frac{3}{2}

 =  > (x + 17) \times 2 = (x + 7) \times 3

 =  > 2x + 34 = 3x + 21

 =  > 3x - 2x = 34 - 21

 =  > x =   13

The Rational Number will be

 \frac{x}{x + 8}

 =  >  \frac{13}{13 + 8}

 =  >  \frac{13}{21}
