let the numerator be x

then the denominator is x + 3

if numerator is doubled then it becomes 2x

if denominator is decreased by 1 then it becomes x + 3 - 1 =x+2

2x = 10

x+2 =7

x = 5

the rational number was 5/5+3

= 5/8
