Sea water.
it has salt dissolved in it which raises it's density. and the buoyant force depends upon density too.

in the Tap water as the where density is high it allows object to float easily so the object doesn't sink in water and remains on upper. surface of water while if the density is less then the body will sink so obviously the body will be immersed in tap water more than in sea water so the loss of weight will be more in the water which has allowed more immersion . This tap water is the answer.
