The dew point refers to the temperature that air must be cooled to so that it is completely saturated with water or the relative humidity of the air for that temperature is 100%.

On cooling the sample of air below the due point, condensation of the water vapour as water takes place in the form of dew as the moisture-retaining capacity of air decreases with decrease in temperature, this is observed at morning in cold places on grass, etc.

The given statement means that when the air at that place reaches a temperature of 14.5 degrees Celsius, then for the amount of humidity or water vapour present per cubic meter of air will be found to have completely saturated it with relative humidity of 100 %.
