Here is your answer,

Perimeter of rhombus when two diagonals are given = 2\sqrt{ x^{2} + y^{2}}

So now , the diagonals are x = 10 cm and y = 24 cm.

Substituting the values in the formula ,

Perimeter = 2 \sqrt{10^{2}+24^{2}  }

                 = 2 \sqrt{100+576}

                 = 2\sqrt{676}

                 = 2 x 26

                 =52 cm

the perimeter of the rhombus is 52cm.
