so

radius=

 \frac{14}{2}  = 7cm

 \frac{28}{2}  = 14cm

 \frac{4\pi {7}^{2} }{4\pi {14}^{2} }

so

 \frac{1}{4}

so the ratio is

 \frac{1}{4}
