$\sf Circumference = 2\pi r$

                     $\sf = 2 \times \dfrac{22}{\cancel 7} \times \cancel{28}$

                     $\sf = 2 \times 22 \times 4$

                     $\sf = 44 \times 4$

                     $\sf = 176\;cm$

$\sf{ \therefore When ~it \; rotates \; once, it \; covers \; 176cm}$

Now, $\sf 17.6km=17600m=1760000cm$

So, $\sf 1760000cm\;it\;has\;to\;rotate$
