Diameter =70cm= 0.7m
Radius =0.35m

Circumference = 2 ×22/7×0.35
=44*0.05
=2.2m

So no. Revolution = 1650/2.2= 750 revolution

distance travelled after one revolutions = perimeter of the wheel = 2 x PI x r = Pi x 70 cm = Pi x 70 / 100 mts = Pi x 0.7 mts.

so number of revolutions = total distance travelled / distance travelled in one revolutions

so no: of revolutions = (1.65 x 1000) mts / (Pi x 0.7) mts = 16500 / Pi x 7 = 750.3
