d1=2x

d2=3x

r1( radius)= 2x/2

r2=3x/2

area of a circle= πr^2

ratio of areas = πr1^2/πr2^2

= π(2x/2)^2/π(3x/2)^2

=(2x/2)^2/(3x/2)^2

=(4x^2/4)/(9x^2/4)

= 4x^2*4/9x^2*4

= 4/9=2/3( since 4 , x^2 gets cancelled with their counterparts in the denominator)

Therefore the ratio is 2:3.
