If the diameter is same then half of the diameter will also be same, so the radius of both the cones will be equal.
and let the slant heights be 7x and 4x
CSA = pi * r * l
CSA 1 : CSA 2 = Pi*r*l1:Pi*r*l2
=l1:l2
=7x:4x
=7:4
