now their area be

area of circle =

\pi {r}^{2}

area of first disc =

\pi  {( \frac{2x}{2} )}^{2}  =  \frac{4 {x}^{2}\pi }{4}  =  {x}^{2} \pi

area of second disc =

\pi { \frac{3x}{2} }^{2}  =  \frac{9 {x}^{2} \pi}{4}

ratio of first and second disc's areas =

 \frac{ {x}^{2}\pi }{ \frac{9 {x}^{2} \pi}{4} }  =  \frac{4 \times  {x\pi}^{2} }{9 {x}^{2}\pi }  =  \frac{4}{9}
