From First Condition,

x-y=9......... (1)

: . x=9+y

From Second condition,

y/x=4/7

: . 7y=4x

: . 7y=4(9+y)

: . 7y=36+4y

: . 7y-4y=36

: . 3y=36

: . y=36/3

: . y=12

Now substitute the value of y in (1) ,

: . x-y=9

: . x-12=9

: . x=21

Therefore, the two numbers are 12 and 21.
