Let us assume, x and y are the two digits of the two-digit number and x > y
Therefore, the two-digit number = 10x + y and reversed number = 10y + x

Given:
x - y = 3 ------------1

Also given:
10y + x + 10x + y = 99
11x + 11y = 99
x + y = 9 --------------2

Adding equation 1 and equation 2
2x = 12
x = 6

Therefore, y = x - 3 = 6 - 3 = 3

Therefore, the two-digit number = 10x + y = 10*6 + 3 = 63
The original two-digit number = 63
