volume of second cuboid = l/2*b/2*h/2 = lbh /8
so ratio of 1st volume to 2nd vol = 8:1
now
surface area of 1st = 2(lb + bh + hl)
surface area of 2nd = 2 ( lb/4 + bh/4 +hl/4)
ratio = 4:1
