x = 9 - 5t + 4 {t}^{2}  \\  \frac{dx}{dt}  =  \frac{d}{dt} (9 - 5t + 4 {t}^{2} ) \\   =  - 5 + 8t \\  \frac{dx}{dt}( t = 0) =  - 5 \\ hence \: v =  - 5
