Given that,

The distance traveled by a ray of light in two media in the same time are in ratio 2:3.

To find,

The refractive index of first medium with respect to second medium.

Solution,

A time for ray of light in both media is same. It means the ratio of velocity in of light in two media is :

\dfrac{v_1}{v_2}=\dfrac{2}{3}

The refractive index of one medium wrt second is inversly proportional to the speed of light. So,

\dfrac{n_1}{n_2}=\dfrac{v_2}{v_1}\\\\\dfrac{n_1}{n_2}=\dfrac{3}{2}

So, the refractive index of first medium with respect to second medium is in the ratio of 3:2.
