Due to absence of any ions in distilled water (charge carriers), distilled water acts as an insulator.

Distilled water is a very good insulator at relatively low voltages, even 110v AC.
Distilled water does not have free electrons necessary for conducting electricity. So it does not conduct electricity. Thus , distilled water acts as an insulator for the electrolyte.
