The distribution used to describe the ‘behaviour of rare events’ is the ‘Poisson Distribution’.

EXPLANATION:

The ‘Poisson Distribution’ is a statistical probability related formula that describes the rate of the behaviour of rare events. It helps in calculating the ‘probability’ of a given ‘number of events’ with respect to a fixed interval of ‘time and space’. It thus helps in determining the frequency of rare events.  

It also helps to graphically demonstrate the distribution of rare events and in the process explains the behavioural pattern of the rare events. It was formulated by the French mathematician ‘Simeon Denis Poisson’.
