The answer is 12.

Given 2 dogs per 3 cats, then if there are 18 cats

18 cats (given number) /3 cats (ratio value)= 6 → multiplier to be used in calculating for the equivalend number of dogs

so...

2 dogs (ratio value) * 6 (multiplier)= 12 dogs

Therefore the new ratio is:

12 dogs and 18 cats.

Define x:

Let x be the constant ratio

Ratio of dogs : cats = 2x : 3x


Solve x:

There are 18 cats

3x = 18

x = 18 ÷ 3

x = 6


Find the number of dogs:

Dogs = 2x = 2(6) = 12
