The dry and plain lands have flat roofs because -

• The roofs with adequate amount of slopes require the working of geographical agents like rainfall,river water etc.

These above mentioned geographical agents make the slope of the roofs.

And in the dry regions the absence of these geographical agents makes the roofs mostly flat without any slopes.

• The normal geographical characteristics of a plain region is having the flat roof itself.

That's why plain land will obviously have plain roofs.
