I'm writing this answer in my own words , you can build up further from this.
The quote mentioned above is quite similar to Gandhi's Quote.
Development , on a national level is when everyone has access to basic needs or facilities i.e nobody should strive to get basic essentials. Resources are scarce and population , not so much. However on the other hand , you can see "privileged" and ignorant people , who exploit them , just because they can , owing to their funds or the greed to gain more money.
Say , one person is given 1 bottle of water , and assume if there's even one person who consumes 2 bottles. He/She may leave someone else without a bottle. That's how it works.
