The Ecology club is going to clean up a section of highway which measures 10 1/2 miles. If each member can clean 3/8 mile, how many members are needed to clean one side of the length of the highway?

10 1/2 miles ÷ 3/8 miles
= 21/2 ÷ 3/8
= 21/2 × 8/3
= 168/6
= 28

28 members are for the entire length of the highway so for one side it would be:
28 ÷ 2 = 14 members
