House of Representatives.

In election of 1800, Jefferson won presidential election by securing 73 votes while as Republican Vice-president Aaron Burr also secured 73 votes which was considered by the leaders to be a tie for presidency. In case of tie the US Constitution directed that the election be decided by the House of Representatives and accordingly president was chosen by House of Representatives. So the election of 1800 marked the first time a US president was chosen by House of Representatives.
