it is 4. because according to moller diagram of filling in auffbau rulethe order of filling is 1s2 2s2 2p6 3s2 3p6 4s2 3d10 so on. but in the question u gave the value of 4s2 is missing which happens in 2 exited state and p orbital accomodating 6 electrons is occupying only 4. so at 3 exited state.
