didnt quite get what you wrote.

But heres the answer either way

the e.c of oxygen is 1s(2),2s(2),2p(3),3s(2)

And not the other one because,the first configuration is more symmetrical hence more stable than the second because both the 2p and 3s subshells are half filled,and being half filled is preferable than having a 2p(4) subshell.
