The electronic configurations of X and Y are 1s2 2s2 2p6 3s2 and 1s2 2s2 2p4 respectively.Then:

a) If you see, element Y i.e Oxygen takes 2 electrons in it's p sub-orbital to complete it's p shell i.e indirectly it's octet, thus it forms an Anion by acquiring a negative charge.

B) Element X (Mg) i.e magnesium can form a cation because it has a tendency to lose its electron which we call as electropositivity of an Atom . Mg loses 2 electron from 3s subshell to form a Cation.

C) Element X , i.e Mg belongs to s-block

Element Y , i.e O belongs to p-block.

D) The compound formed by chemical bonding between X and Y i.e between Mg and O is Magnesium Oxide (MgO)

2Mg(s) + O2(g) ==> 2MgO (s)
