The force will remain 42N because force between two charges depend only upon magnitude of charge and distance between them

Nothing can change the force between them

But if we place dielectric between capacitor than force changes

If initial force is X and dielectric value is K

than force become k^2X only in case of capacitor (with voltage applied)
