Because in the second period of the periodic table the no. electron shells remain the same but as we move towards right in a period the no. of protons in the nucleus increase gradually therefore they attract the shells with greater force thereby decreasing the atomic radius.

because the force of attraction of the nucleus decreases in a period,since their atomic number increases(li to fl)and the most metallic element is Li and nonmetallic element is F though oxygen also considered...
