The enthalpy of neutralization is always constant i.E. 57.1 kj/mol when a strong acid neutralizes a strong base. Why?

The strong acids or bases are already in ionized form in the solvent like water. When any one of these acid or base are weak, the ionization enthalpy comes and it has different values for different weak acids and bases, hence the neutralization value changes.
