also it is perpendicular to line 4x + 3y = 10 

firstly we have to find the slope of the eq.

4x + 3y = 10 

3y = 10 - 4x

y = -4x/3 + 10/3

here slope is -4/3

i.e m1 = -4/3

so, slope of line perpendicular to line i.e

m2 = -1/m = 3/4

so the required eq :

(y - y1) = m2(x-x1)

y - 2 = 3/4(x - 3)

4y - 8 = 3x - 9

4y - 3x - 8 + 9 = 0

4y - 3x + 1 = 0
