Equation of the line

x/a + y/b  = 1

a + b = 7          a ,b  > 0

line   passes through the point (-3, 8)

=> - 3/a  + 8/b  =  1  

=> -3/a + 8/(7 - a)  = 1

=> - 3(7 - a) + 8a  = a(7 - a)

=> -21 + 3a  + 8a = 7a - a²

=> a²  + 4a  - 21  = 0

=> (a + 7)(a - 3) = 0

=> a = - 7 , a = 3

as a > 0

a = 3

b = 4

x/3  + y/4  =  1

=> 4x  + 3y   = 12
