we know that

tengent = dy/dx

Given

x^2 + y^2 = 4

differentiating with respect to X

2ydy/dx = 2x

dy/dx = X/y

Equation of parallel line

X + 2y+ 3 = 0

differentiating with respect to X

2dy/dx = -1

dy/dx = -1/2

From above equation

x/y = -1/2 = dy/dx

equation of tangent

2x + y =0
