here is your answer

 {(x - 2)}^{2}  + 1 = 2x - 3

 {x}^{2} +  {2}^{2}  - 2 \times x \times 2 = 2x - 3

 {x}^{2}  + 4 - 4x = 2x - 3

 {x}^{2}  - 4x - 2x + 4 + 3 = 0

 {x}^{2}  - 6x + 7 = 0

Hence, this is a quadratic equation
