The two half reactions are:
Oxidation:  6OH- + ½ Cl2 → 2ClO3- + 5e- + 3H2O
Reduction: 5/2Cl2  +  5e- →  5Cl-
3 moles of Cl2 and 5 moles of electrons are involved in the redox reaction      
Molar mass of  Cl2  = 71g/mol
Therefore, the equivalent mass of Cl2 in the reaction =  3 × 715 = 42.6g/mol
