The establishment of Raghunath Pathshala and the library was done by Maharaja Ranbir Singh of Jammu and Kashmir in the city of Jammu it was completed in 1860.

The reign of Maharaja Ranbir Singh started in 1856 and lasted till 1885.
The construction of the Raghunath temple where the library and the pathshala are located was started in 1835 by the father of Ranbir Singh, Maharaja Gulab Singh.
Mahar Ranbir Singh took over the work and completed it after his father's death and the pathshala and the library were additions to the original design made by Maharaja Ranbir Singh.
