The idea of expansion of universe has been up in the cosmological world ever since Edwin Hubble observed the redshifts of stars and Georges Lemaître published his research on the same in 1927 .There is no center of expansion, everything moves away from anything else, but at small distances gravity prevails over this expansion, that's why our galaxy hasn't been ripped apart by now.
But, this expansion of the universe is an accelerated one, it's rate at present is more than the speed of light and counting...
