all the progeny in F1 generation are heterozygous tall
Now ,your question was why is Tt considered tall
So ,according to ncert T is dominant and will show its character even in the presence of t(small t) . however t(small t) is recessive and will only show its characteristic when in tt(2 t are present together)
Therefore Tt is a tall plant as only T(capital T ) is showing its characteristic suppressing the character of t(small t).
